A California MPN that meets the needs of today's market
Accelerate access to quality care

How Do We Work Together to Drive Better Outcomes?
- Our job as the MPN is to drive better outcomes. That means holding providers to clear performance standards — and engaging constructively when they fall short — escalating fast when an injured worker can't find a doctor, and working with employers, physicians, and claims teams to remove friction from the system.
- The provider's job is to deliver great care: treating injured workers promptly and well, running a clean and accessible clinic, and staying engaged on every case — moving it toward return to work and clean claims closure.
- The claims team's job is to clear the path: arranging care through us in difficult access areas, partnering with us to resolve provider issues, and keeping referrals and authorizations moving on time.

The Story Behind The MedScore360 MPN
Over the past 25 years, I have helped shape the evolution of workers’ compensation care delivery—building Harbor Health, the first outcomes-based MPN company; cofounding Clara Analytics, the first AI company focused on improving claims performance; and founding Agile Occupational Medicine, the fastest-growing occupational medicine group in California history. Across each of these ventures, the mission has remained the same: to improve claims outcomes by combining high-quality medical care with better data, analytics, and stronger accountability.
After working across the system from the perspectives of multiple stakeholders, I have come to believe that the MPN model I helped create is now causing more problems than it solves. The regulatory framework is not the core issue. The real breakdown is in execution: today’s MPN programs are too often contributing to the access-to-care crisis rather than solving it.
It is time to refocus the MPN on its original purpose: accelerating access to appropriate care, addressing provider shortages through innovative solutions, and holding programs accountable to the needs of every stakeholder who depends on timely, high-quality medical treatment.
